I been running the ldapmodify from /usr/bin

It is now working!

Were you using /usr/bin/ldapmodify or /opt/fedora-ds/shared/bin/ldapmodify?

There's unfortunately no man page for /opt/fedora-ds/shared/bin/ldapmodify
