What errors are you getting?  Check /var/log/dirsrv/slapd-hostname/errors

The rfc2307bis schema is now shipped with Fedora DS.  Look in 
/usr/share/dirsrv/data/10rfc2307bis.ldif - this schema cannot co-exist 
with the older style 10rfc2307.ldif schema file.
