I recently found LDAP Studio from the Apache LDAP project:
http://directory.apache.org/ldapstudio/

It includes a schema editor, which makes it easy to create a custom
schema.  After creating your schema with LDAP Studio, you will need to
use one of the OpenLDAP to FDS schema conversion scripts, which can be
found here:
http://directory.fedoraproject.org/wiki/Howto:OpenLDAPMigration
