I don't know for sure, but I think .27 should work.
I think this is the numeric string syntax which is not supported by Fedora DS. If the baseQuota value is an integer (e.g. [0-9]+) and does not contain . or - or other alpha characters, you can use the integer syntax which is 1.3.6.1.4.1.1466.115.121.1.15.
