Does anybody know what the "base" component is, and why it might be missing?
It's from AdminServer.  How does your Adminserver package directory look like?  It'd be something like this:
$ ls <srcroot>/adminserver/built/release/package/<platformdir>
admin/  LICENSE.txt*  setup*     svrcore/
base/   README.txt*   setup.inf  unzip_wrapper.pl

And they are copied and used in the FDS setup:
$ ls <srcroot>/<datedir>/<platformdir>
admin/  dsktune*      README.txt*  setup.inf   slapd/    unzip_wrapper.pl
base/   LICENSE.txt*  setup*       silent.inf  svrcore/
