Using 'localhost' for configuration directory

If each directory server in an environment will be acting as its own configuration directory (i.e., for o=NetscapeRoot stuff), is it ok to just use 'localhost' as the value for the configuration directory server? Or, is it better/required to use the FQDN of the public network interface (e.g., ldaphost.example.com)?
