Yes. In the console, in the Directory window in the Directory tab (the directory browser), you can select a user and select inactivate (or re-activate if already inactive) from the menu.

The command line provides three perl scripts - ns-inactivate.pl, ns-activate.pl, and ns-accountstatus.pl
