ASSIGNED means, that the bug has been triaged, i.e. it is assigned to the
rigth component and all necessary information is provided[1]. A member of the
Fedora Triage Team probably did the changes to your bugs.
This sounds different from the way package review submissions are
treated. The status is not changed to ASSIGNED just because someone
submitted a nicely done package.
My recognition is that currently triage team does not treat
package reviews (c.f.
https://fedoraproject.org/wiki/BugZappers/F9CleanUp#Overall_strategy )
