splitting gnome-packagekit

Another packaging question, apologies.

In https://bugzilla.redhat.com/show_bug.cgi?id=468250, it was suggested
that we split of the admin tools from the base package. At the moment
there is the log viewer and the service pack creator, which are very
much admin tools. They'll also soon be an advanced update viewer, which
lets you select packages based on CVE's and more advanced criteria.

These programs are probably not for the average user, and so it was
suggested we split these files off as either:

gnome-packagekit-admin
gnome-packagekit-tools
gnome-packagekit-extra

Is there any guidelines for this? The first seems the most logical to
me. Advice welcomed. Thanks.
