The transition from a single packager group to an entry level packager group that can only commit to packages that the person owns and a separate uberpackager group that can commit to everything has been made. At this point in time, people who are only in the packager group should be able to commit only to packages for which they explicitly have commit acls (owner or commit in Approved state in the packagedb). People in uberpackager should be able to commit to any package which is open to the uberpackager group. As part of the update, all packages which were previously opened to packager/cvsextras are now opened to uberpackager.
