According to the character tables of recode (as shown by 'recode -l cp1252'), character 0x9e does not exist. If you replace 0x9e by 0x9f, for example, things work. So the table is incomplete. Recode seems to use a reverse hash-table generated by a python script, there's probably a bug there somewhere in the table generation. I would file a bug upstream.
