downloading docbook-utils-0.6.14-14.fc10.noarch.rpm and trying "yum localinstall" on that complains it isn't signed (but gpgcheck = 0 in the fedora-rawhide.repo file)
localinstall ignores the repos, so I use
yum --nogpgcheck localinstall *.rpm
