It seems like the information in "Enabling_new_signing_key" should just be folded into a section of the "New_signing_key" page and point users there instead. Then they get to see all the status updates, overall progress of the resolution process, and instructions all on one page. Also, remove the old keys or at least mark them as old keys on [2] or just fold the information from [3] into [2].
