Is upload.cgi working? (was: Re: CVS working again? (package added but can't commit))

I have a related question, I think.  When I try to add a new package,
I get:

  Checking : mikmatch-1.0.0.tar.bz2 on https://cvs.fedoraproject.org/repo/pkgs/upload.cgi...
  ERROR: could not check remote file status

Is this error because the infrastructure is still down, or is it
because I'm doing something wrong?
