There is an extremely high bar to meet when it comes to kernels or kernel patches. There's been several round of discussion concerning kernel patches and alternative kernels. I think the precedent is deeply set in this area with regard to the insistence that new patchsets are upstreamed . You will absolutely fail to have a separate kernel package built as part of Fedora.
