fish uses old xsel

The fish package is using xsel-0.9.6 [1] that is provided as an
uncompressed tar archive inside the upstream fish tarball. However the
latest xsel version is 1.2.0. Is there any reason for doing this?

Also, xsel is not a separate package in Fedora. Any reason for this?
