As someone who maintains a lot of noarch packages, I can tell you I
was overjoyed the day they were non longer forced to be ppc-built. It
was soo much faster.

I suspect that for PPc you have two things: a bit slower setup and as
a result tasks that queue up longer than on x86_64 (so more
contention)
