As one of the OPs for the #fedora channel, i feel all theses ideas are great but I think what we should do first is the following:

1) policy or rules created and posted somewhere linked in the channel topic and or on the Chanserv message entering the channel.

2) enough active ops to enforce said policy or rules. (replace people on the ops list who are no longer around or inactive)


these 2 things quickly will give us time to work towards the other issues.
