I noticed at least one package (I think glibc?) does a "telinit u" after install, so the new libs are used. If something fundamental like that, openssl/gnutls or selinux libs gets updated, I usually restart all the services (so there's no deleted but still referenced files hanging about taking up disk space / ram if nothing else).
