Here is the source... feel free to do it :)
There's a reason i started the sentence with 'How do we...' instead
of 'We should...' It was my attempt to indicate that your achievements
have surpassed me, and that I a filled only with un-knowledge in the
areas of animated imagery. I guess i need to convert the animated gif
into a theora video and add an audio track. I guess that's the best
way to accomplish it.

Here is an ogg video :)

$ totem http://harald.fedorapeople.org/always-open/Fedora-animated.ogv
I split the .xcf in several pngs and did:
$ mencoder -fps 2 mf://*.png -o output.avi -ovc lavc -lavcopts vcodec=mpeg4
$ ffmpeg2theora output.avi -o output.ogv
Is there a better way?
I'd think so, if only from the "FOSS only" perspective.
png2theora?

$ png2theora -f 2 -v 10 -o output.ogg file-%02d.png
too obvious :) replaced the old one with the free version and renamed it to .ogg :)
