This is exactly what we need for this problem.

I don't know if other people use this at all or not, but something I find incredibly useful about having sbin and friends in PATH is that I can tab-complete many of the sbin commands I use on a regular basis. This convenience means one of the first things I add to my .bashrc on a new account anywhere is 'export PATH="$PATH:/sbin:/usr/sbin"'.

Having sudo look in /sbin and /usr/sbin does not address tab-completion in bash.

bash can be persuaded to provide tab-completion for rather exotic situations... Including stuff like "service ht[TAB]"...
