Just FYI (really just FYI, it not meant to shoot this discussion down or something like that), I suppose this is at least the fourth or fifth time such a idea/concept comes up in the past two years (likely it happened even more often). It has been discussed a lot and into detail, just was never realized due to technical and political hurdles (and nobody willing to work his way through them).
