I mean setup in the package mgmt software sense. As in setting up yum to
pull from a repo. I'm wondering if it is in-scope for package kit to
provide a backend-independent way of setting up the client side.

Well, there is a tool for enabling repositories. Maybe that could be extended
to include a dialog for retrieving a new repo configuration or editing one
(although that seems like digging a bit deep for a basic user config UI).
