But then if I immediately re-run the same command, it succeeds. this
is entirely reproducible - it always fails the first time with error
messages like above, and always succeeds the second time.

Any ideas? Is this a bug?

I'm getting that quite often on rawhide, not in mock. The rpms that were downloaded when that error occurs install just fine, with no warnings, if you go to the yum cache and install them directly with rpm.
