given a week and then be unpushed.
If its just trigger an unpush from testing as soon as karma trips the
negative value....without a grace period for more reports to come
in..that's a problem.

I have a todo to write up a generic proposal for this issue. Look for
something tomorrow.
Cool. I would think a package in updates-testing should stay there quite a long
time even with neg-karma adding up, but should just never make it out of testing
to stable. Those testing should be able to handle backing out a package that
disrupts their machines, and just not updating it again.
