Packaging guidelines: emacs

I have two suggestions to make with respect to packaging guidelines
and emacs.  First, the discussion in [1] under "Other packages
containing Emacsen add-ons" should be added to or referenced from the
package naming guidelines [2].  Second, packagers who find that their
package does not byte compile the Emacs Lisp source files for them
might need to know the magic incantation:

emacs -batch -no-site-file -f batch-byte-compile foo.el
xemacs -batch -no-site-file -f batch-byte-compile foo.el

Could that be added to [1]?
