Well, the proposed fix is for a new package to enter Fedora.  That
package needs to go through review, and attaching a specfile to
something that's not a package review ticket isn't the way to get it
into Fedora.

Well, he can't just build it.

Honestly anybody could submit that package.  Why not you?  Perhaps
the Horde maintainer doesn't have the time to maintain additional
packages?  Admittedly, it's a tough situation, because functionality
that Horde depends on was removed from a non-Horde package, but I
don't really think it's by default the Horde maintainer's
responsibility to get that functionality back into the distro.  If one
of my packages splits off functionality into a separate package, I
would see it as my responsibility to either make sure nothing in the
distro needs that functionality or to submit the new package.
