Perhaps the Horde maintainer doesn't have the time to maintain additional packages? Admittedly, it's a tough situation, because functionality that Horde depends on was removed from a non-Horde package, but I don't really think it's by default the Horde maintainer's responsibility to get that functionality back into the distro.
