Check the desktop ks file and the base desktop ks file it depends on and add/remove programs as you wish. It is always better to have a local Fedora mirror of the needed packages if you are building a Live CD. Use the --cache option for avoiding repeated downloads. If you already have a Live CD image and would just to add more packages to the existing image, use the -b option.

One more question . Can Filesystem structure  be created within a
directory say /opt as in ltsp . if yes ..how ?

Not sure what you are trying to do here but mkdir <path>/foo/bar/bing works if you want to just create a series of directories.
