Nothing wrong with that - but if you want to do this, the right thing to
do in the new init system should be to create a new toplevel service for
each instance.

/etc/init.d/tomcat-testing:
exec /usr/bin/tomcat /etc/tomcat/testing.conf

/etc/init.d/tomcat-production:
exec /usr/bin/tomcat /etc/tomcat/production.conf

There's a bunch of interesting things in Upstart that let you achieve these kinds of goals. Services which take arguments as one example.
