It is usually enough to:

a) make a comment to the bug (e.g., "this should be already fixed 
   IMHO" or something like that).
b) put yourself into Cc: of the bug, if you want to follow its 
   further fate.

If the owner of the package doesn't react soon enough, there is 
somewhere in our wiki MIA package owner policy.
