the original author of the code only talks about GPL with no specific
version in
http://cracklib.svn.sourceforge.net/viewvc/cracklib/trunk/cracklib/README-LICENSE?revision=97&view=markup -- can you ask if they could make that GPLv2+ -- if not, I'd have to "downgrade" system-config-users from GPLv2+ to GPLv2 (or stop using cracklib).
