I currently have docbook-style-xsl-1.73.2-1.fc8 installed which is the
latest fc8 version as best as I can tell. What version do think is
fixed? By the way I'm building on x86_64 if that makes a difference.

that's caused by buggy %postun of one docbook-style-xsl package.
That postun is already fixed in latest stable F8 and F7 packages
, but still will cause troubles by deregistering catalogs
(registered by post of current correct package).
Following workarounds are available:
1) yum erase docbook-style-xsl and yum install docbook-style-xsl
2) force update with latest docbook-style-xsl package on F7/F8
once more time
Problem could be fixed by doubled update or by pushing new version
of docbook-style-xsl (which should be available at the end of Jan)

Q: I'm trying to build xmlto on my Debian box, but it doesn't work.
A: If you get `Attempt to load network entity' errors when building
xmlto, your system does not have the required support for XML
Catalogs
(http://www.oasis-open.org/committees/entity/spec-2001-08-06.html).
In particular, Debian has no support for these. Try the Fedora
Project <http://fedora.redhat.com>.
