Right, that's the tricky part. $localfs leads to 'fun' loops when it's handled as part of the script, since it needs to be added at the latest possible point (after $network_fs, therefore in netfs). This then leads to loops. Similarly, $named needs to be provided by named, if it's started. Otherwise it needs to be provided by $network.
