That is not how things work. Red Hat Fedora only has a subset of upstream developers. In some projects we may be the main developers and others we may have no developers at all. If the bug (like the one you filed bellow) has to do with integrating functionality in upstream releases into Fedora then it is best to file in Fedora. In fact Fedora is a good first place to file things.
