It should be. Feel free to mention it.

If so, should new packages be submitted as stable or testing? My
personal opinion is stable for any distributions tested by the
packager and reviewer, and testing for other distributions (with the
caveat that a package for any distribution can't go stable before a
newer distribution)

I agree with this.
