One report[1] blames pilot-link-0.12.2-9 for this.  Someone in #fedora
confirmed that backing that update out and restarting fixed things.

The pilot-link changelog does have this:

* Tue Nov 27 2007 Ivana Varekova <varekova@xxxxxxxxxx> - 2:0.12.2-9
- Install hal and PoliceKit rules (#280251)
  put visor to blacklist 
  patch by Harald Hoyer - thanks, thanks Alex Lancaster

I'm not sure if that's the problem, but it wouldn't be the first time
the pilot-link package completely borked things totally unrelated to
it[2].
