This is what I ended up doing for the startup-notification support in Openbox a long time ago. (It was disabled by default at upstream's request, but a simple "--with startup_notification" to rpmbuild would have enabled it). If you intend to go about this path, I recommend using the %bcond_with and %bcond_without macros.
