What about providing a canned response saying that "We no longer support 
Fedora X, can you please try to reproduce the bug in a recent Fedora 
release?" and setting the state to NEEDINFO [1], instead of banning users 
from entering such a bug?

[1] I don't know if it can be done in an automated way, this is just an 
idea :-)
