Fedora policy on setting up a SIG mailing list?

Over in the diaspora of OCaml users we thought it might be an idea to have a Fedora-ocaml mailing list to discuss various issues.

Is there a policy on Fedora mailing lists? The nearest I could find was http://fedoraproject.org/wiki/Communicate/MailingListGuidelines/ConfiguringLists but that doesn't cover the issue of setting up a Fedora mailing list.
