It only has the install capability if managing a local hypervisor - on par
with previous Fedora release. Although we added remote management support, the 
latter does not yet allow creation of VMs, because we're waiting for storage
managemnet APIs in libvirt - creation of VMs remotely will be enable during
a F8 update.
