I'm not sure whether this is the solution.

In FEL I have the same bug, knowing the fact that FEL is kde based.

I've installed FEL from its livecd and did the updates.
Then I had the shutdown options. but once rebooted, the shutdown
options are gone.
I've removed gdm.
Still the bug persists.

chitlesh(~)[1]$cat /etc/sysconfig/desktop
DESKTOP="KDE"
DISPLAYMANAGER="KDE"
