Afaik, you need to update your Makefile.common in mercurial/common. Then "make 
tag" in devel will make a tag for F-9. Then you can either run "make 
force-tag" in F-8[1] or bump the release and run "make tag".

[1] There are rumours that something terrible can happen, when you do this. 
But I do not know what this is and it worked for me.
