Okay, and I know this opens a new can of worms, but I think it's
important that this is consistent across metacity and compiz (and
others?)

You shouldn't have to learn a new behavior because you switch your
desktop manager, especially since this is mostly about how to handle the
multiple desktop issue.

Granted, the different desktops work in different ways, but where
possible they should mimic each others behaviors.  After all, compiz is
the 3D version of Metacity (given that you're not adding compiz like
rendering into metacity since compiz does it).
