As noted in the comment in the spec file, the web site didn't provide a
direct-download link for the voices -- it all went through a script. So
there was no canonical URL. At my request, the upstream people fixed this
for future releases of the voices, which are included in my in-progress
(haven't worked on it in a while, though) next update to the package, which
you can find info about at
<https://bugzilla.redhat.com/show_bug.cgi?id=235051>.

(I e-mailed David a while ago about becoming a co-maintainer; got no
response.)
