thinkpad_acpi allows you to enable/disable that. See the Bluetooth
section in http://ibm-acpi.sourceforge.net/README

We're still waiting for someone to hook that up to HAL though:
http://bugs.freedesktop.org/show_bug.cgi?id=10053
