Even if trolltech/kde are in the optimistic scenario A... we as a distribution can't actually build the currently available kdebase against the the gplv3 libsmbclient in our buildsystem or else we are violating the license by rebuilding our kdebase against our libsmbclient. So while we are in the limbo of scenario A resolution everything associated with kde package maintainence STOPS in fedora development leading up to F9.
