Yes, it has been actively routed for years.  It's there on RENs 
(Research and Education Networks) like Internet2, as well as 
commercial ISPs like MCI, Sprint, British Telecom, Global Crossing, 
Teleglobe, NTT/Verio, and Cable & Wireless.

Even if tunnels are used in some cases, the tunnles still need to be 
routed.  However, tunnelling is becoming less and less common as 
infrastructure is upgraded to allow native transport.
