It's there on RENs (Research and Education Networks) like Internet2, as well as commercial ISPs like MCI, Sprint, British Telecom, Global Crossing, Teleglobe, NTT/Verio, and Cable & Wireless. Even if tunnels are used in some cases, the tunnles still need to be routed.
