Read the thread I started entitled "Goal: Increased Modularity". People are saying that Fedora is aimed at distro-makers who want to create spins of their own from Fedora. This is only possible if it actually CAN be broken down into the pieces that you want. Currently, there are no policies which even mention modularity, but most of the developers have come to the same conclusion. There's a faction which believe that it's easier to maintain something when they're all lumped together. Then there are those who believe it's easier for individual volunteers to maintain packages if they're cut down to smaller pieces.
