Introduction of a virtual provides or other mechanims..requires discussion.. because it impacts multiple package maintainers. It's case by case. But it might not be so bad an idea to write a little glowy piece of prose describing how virtual provides are being used right now, to help people interested in re-spinning appreciate there is more modularization at the packaging level than the packaging list of default install of Fedora would suggest.
