Introduction of a virtual provides or other mechanims..requires
discussion.. because it impacts multiple package maintainers. It's
case by case.

But it might not be so bad an idea to write a little glowy piece of
prose describing
how virtual provides are being used right now, to help people
interested in re-spinning appreciate there is more modularization at
the packaging level than the packaging list of default install of
Fedora would suggest.  Until you go poking at it, you may not know its
there.
