procps-3.2.7-15 is both the most recent for F7 as well as development.

$ ps p $$
  PID TTY      STAT   TIME COMMAND
 4637 pts/3    Ss     0:01 bash
$ sudo yum --enablerepo=development -y update procps
[kanarip@elwood revisor]$ ps p $$
  PID TTY      STAT   TIME COMMAND
 4637 pts/3    Ss     0:01 bash

I'm not sure if this shows you what you need.
